NOTICE INVITING TENDER

The Executive Engineer (Roads) CW, PP&H Department District Killa Saifullah invites sealed/electronic bids from eligible, registered, and experienced contractors/firms for execution of the following works for the Year 2026, based on Composite Schedule of Rates (CSR) 2026, on Percentage Rate basis, under the Balochistan Special Development Initiative (BSDI) Phase-III 2026-27:

Procurement Rules: Procurement shall be made under the Balochistan Public Procurement Rules, 2014, and BPPRA regulations. Procedure of Procurement: Single Stage – Two Envelope Bidding Procedure. Each bidder shall submit separate technical and financial proposals, sealed in separate envelopes, for each work. A technical proposal submitted once shall be considered valid for one work only. Eligibility of Bidders: Presence in the Active Tax Payer List (ATL) of FBR. The bidding firm must not be blacklisted by any procuring agency in Pakistan. Balochistan Revenue Authority (BRA) Registration is required. The bidder must have completed at least 2 assignments of similar nature in the past equal to or more than 70% of the Estimated cost, Average annual turnover of at least 70% of the estimated cost of the respective work, in the last 3 (three) financial years, showing the financial capacity of the firm. Registration with the Pakistan Engineering Council (PEC), Category C-5 and above (up to Rs. 65 Million) is required for Sr. No. 1 to 3, and Category C-6 and above (up to Rs. 25 Million) is required for Sr. No. 4, under Specialized Code CE01-(i) (Roads and Pavements, Drainage & Retaining Structures). The bidder must submit tender fee of Rs. 1,000/- per work, deposited in the National Bank of Pakistan, in the name of the under-signed (not applicable for works marked “Electronic Only” — see Note below). The bid must accompany a Bid Security in the form of Bank Guarantee / Deposit-at-Call / Call Deposit Receipt (CDR), amounting to 3% of the estimated cost specified against the respective work, in the name of the under-signed, from a scheduled bank. Issuance of Tender Documents: From the date of publication of this NIT up to 20 August, 2026, during office hours on working days (electronically at www.bppra.gob.pk for Sr. No. 2 and 3). Last Date of Bid Submission: Bids must be submitted latest by 20 August, 2026, till 10:30 AM. Tender Opening: All tenders will be opened on the same day, i.e., 20 August, 2026, at 11:30 AM — at the office of the under-signed for Sr. No. 1 and 4, and on the EPPS System for Sr. No. 2 and 3.
