Request for Proposal for selection of Consultancy service invited on Electronic Public Procurement System (EPPS) from well reputed national/International firms (JV) / service provider meeting with eligibility criteria, viz having registration with FBR for Income Tax and BRA and who are on Active Taxpayers List (ATL) having registration with PEC as a Consulting Engineering Firm, and are not black listed in any procuring agancyv or authority for prepration of Hiring of “Consultancy Services from Consulting Firms” Titled as Consultancy Services for Construction and Rehabilitation of Tehsil-Level Offices/Residences, PSDP No. Z2026.0602.

Procurements shall be made under the Balochistan Public Procurement Rules – 2014. Eligibility of Bidders: 2 Assignments of Similar Nature and Complexity Turn over of at least 13,000,000 PKR Amount in 1 Subsequent Previous Years Presence in Active Tax Payer List BRA Registration Certificate The bidding firm must not be currently blacklisted by any procuring agency of Pakistan PEC/PCAD Registration Required PEC codes At least 01 Project of similar intervention like, construction of Residences, District Complexes and Offices Tender Fee (Bidding Document Fee) Successful completion of at least one government project under an Umbrella Scheme covering multiple districts. The bidder shall provide documentary evidence, including a completion certificate or experience certificate issued by the relevant government department. Procedure Of Procurement: Single Stage Two Envelope Bidding Procedure Bid Security: The bids must accompany Bid Security in the form of of 2 % specified above in the name of the under-signed from a scheduled bank. The FINANCIAL PROPOSALS shall be opened of those consultants whose technical proposal is considered and approved. The Selection of Consultants shall be made as per Evaluation Criteria method as mentioned in the ‘Date Sheet’ of this “Request for Proposal” document. The incomplete request for proposal or received after due date mentioned above will not be considered. The RFP Documents can be downloaded from BPPRA Website (www.bppra.gob.pk). Last Date of bid submission: The Tenders must be submitted latest by 12 November, 2026 till 10:45 AM . Tender opening: All tenders will be opened on same day at the office of the under-signed at 11:45 AM
