Sealed Tenders are invited by the Medical Superintendent Teaching Hospital Loralai from “Eligible Bidders” (as detailed below) for awarding of contract of Car/Motorcycle parking of Teaching Hospital Loralai on 12 months rental basis:-

(a) Method of Procurement Used: Procedure of bidding shall be “Single stage – One envelope bidding procedure”.

1. Bid shall comprise a single package containing one envelope. The envelope shall contain both the financial proposal and the technical proposal;
2. No amendments in the proposals will be permitted after opening of bid.
3. Bid found to be the lowest evaluated will be accepted.
4. The Financial Bid should be quoted on the bidders letter head (with sign & stamp) of the authorized representative of the Firm on the following format.
5. Documentary evidence of fulfillment of eligibility criteria as required from the Bidder.
6. Documentary evidence of fulfillment of eligibility criteria as required from the Bidder.

1. Financial Bids must be accompanied with Bid Security in the form of Deposit at Call or demand draft from a scheduled bank @ 25% of total amount equal to 12 months bid value favoring the Medical Superintendent Teaching Hospital Loralai.

2. Performance Security @ 10 % in the form of Pay Order, Demand Draft favoring the Medical Superintendent Teaching Hospital Loralai of the total bid value equal to 12 months shall be required to be provided by the bidder at the time of acceptance of award of contract.

(d) Submission of Bids: Sealed Tenders (Single Envelope containing two separately sealed envelopes of Technical and Financial bids) must reach the office of the latest by 04.August.2026 at 11:00 am through courier or may be submitted manually at the office of the Medical Superintendent Teaching Hospital Loralai.

(e) Opening of bids: The technical proposal will be opened on the same day: last day declared for submission for bids @ Time 11:30 am sharp in the Office of the Medical Superintendent Teaching Hospital Loralai in presence of the bidders who want to be present in the Bid opening session.

(f) Evaluation Criteria: Selection of the successful bidder shall be based on the Highest-Cost Selection Method which means, “Technically responsive, Highest financial bid, received from Eligible Bidders” (as specified under the heading of the “Letter of Invitation for Bids – Eligibility Criteria for Bidders”) Procedure for which is as follows:

2. Bidders Eligibility Assessment. Initial evaluation of the Technical proposals shall be carried-out by the PROCUREMENT COMMITTEE, subsequent upon fulfillment of requirements of the eligibility criteria laid down under the heading of “Letter of Invitation for Bids – Eligibility Criteria for Bidders” and Bidders shall be categorized as:

i. Eligible Bidders
ii. Ineligible Bidders

3. Return of Proposals to the Ineligible Bidders. Proposals from Ineligible Bidders shall be declared “Non-Responsive”, consequently shall NOT be accepted for any further evaluation:
i. Their Bid security shall be released upon their written request.

1. Initially, Eligibility of Bidders as required under the heading “Letter of invitation for Bids” shall be assessed by the “PROCUREMENT COMMITTEE” during the Technical evaluation in the following manner

1. Firm must score “YES” in all requirements of the eligibility criteria to be categorized as Eligible. “NO” to any requirement of the eligibility criteria by any bidder shall render the Firm as Ineligible.

2. All Bid’s not fulfilling the eligibility criteria shall be declared as Non-Responsive. The remaining / Responsive Bids shall further be financially evaluated in the following manner:

3. Bid’s found to be financially highest among the Responsive Bids shall be recommended for the award of contract.

1. The tenderer has to quote maximum monthly rent of Car/Motorcycle parking parking lot. The rates should be included all the taxes levied by the Government from time to time. The tender must be submitted on the printed pad of the firm and must be in sealed cover. The original receipt of tender fee must be attached with the tender documents.
2. The contract will be awarded for a period of 12 months and extendable with the approval of the Chairman, Purchase Committee, Teaching Hospital Loralai on the same rates and terms and conditions till the orders for new contract is placed. In case the performance of the contractor is found un-satisfactory the Medical Superintendent may terminate/cancel the contract before completion of the contractual period.
3. Motorcycle, bicycle from outside shall be charged parking fees for a whole day at the following rates.
   i. Motorcycles/Rickshaw Rs. 30/-
   ii. Car Rs.50/-
4. Parking fees will only be charged from outsiders. Doctors, officers, govt official performing services/residents in premises of Teaching Hospital Loralai are exempted from the daily parking fee.
5. The contractor shall prepare special token in different colors for motorcycle and bicycle. These tokens shall be given for every, motorcycle and car parking in earmarked area in the premises of the THL and shall be recollected on exit.
6. The contractor shall engage reliable and well-mannered staff.
7. The auction Committee shall settle if any disputes arise during the currency of the contract period.
8. The contractor shall not sublet transfer or assign the contract or any part or the whole contract thereof to any other contractor/firm or person.
9. Offer shall remain open for acceptance for a period of 30 days from the date of opening of tender.
10. Withdrawal/backing off the offer/contract or any modification of the original offer if the contractor during the validity period of the offer did not accept the Contract, the Medical Superintendent shall be entitle to forfeit the call deposit/Security Deposit
11. On acceptance of the tender the contractor shall deposit 10% security of the contract value of (24) months as security in the form of deposit at call in the name of Medical Superintendent.
12. Any conditional, ambiguous or unsigned tender shall be scrapped/ignored.
13. Any cutting/erasing/crossing etc. appearing in tender must be properly sign by the person signing the tender. All pages of the tender and tender form must be properly signed. Offers with any over writing shall in no circumstances be accepted.
14. The identity cards along with copies of recent photographs of each worker will be provided to the Medical Superintendent Office for record and security purpose.
15. The contractor shall be responsible for any damage or loss to the hospital building assets by his staff. He shall replace/repair the damage within one week.
16. The Medical Superintendent shall provide parking lot/area to the contractor.
17. 25% call deposit of successful contractor on acceptance of the tender will be adjusted against advance rent and remaining three installments of 25% rent shall be deposited before 10° date of four month and eighth month of contract. In case of delay, Rs. 1000/- per day shall be charged as fine and in case of failure to pay remaining three installment of rent on time, the Medical Superintendent reserves the right to cancel/terminate the tender and to forfeit the security money in favor of the Government and black list his company/firm on account of default.
18. The Medical Superintendent reserves the right to reject/cancel any tender/the contract any time without assigning any reason.
19. In case the Contractor fails to execute the contract strictly in accordance with the terms and condition of the contract or committed breach of any Clause of the contract the Medical Superintendent reserve the right to forfeit the security deposit and cancel/terminate the contract.
20. The Medical Superintendent, Teaching Hospital Loralai may terminate the contract at any time during the currency of the contract period without assigning any reasons.
21. In case of theft or loss of a motorcycle/Car from the parking lot, of the hospital the contractor shall pay the compensation/cost of Car/Motorcycle to the owner holding proper token.
22. The Medical Superintendent reserves the right to accept any tender and reject all the tenders without assigning any reason.

ii. The contractor shall obtain all the information pertaining to contract before submitting the tender; otherwise no reason will be acceded.

iii. Tax Liability
1. Complete Tax liability is to be borne by the Vendor.
2. Quoted prices shall be inclusive of all applicable Taxes.

L. CURRENCY & BID VALIDITY
1. Tenders must be quoted in Pakistani Rupees (PKR)
2. Validity of the bid would be at-least 90 days from the date of Tender opening
