PROJECT BRIEF & SCOPE OF CONCESSION
1.1 The Government of, Balochistan Forest & Wildlife in collaboration with Balochistan Public-Private Partnership Authority (BPPPA), hereby invites sealed proposals from qualified national and international prospective bidders (firms, corporate entities, or joint ventures/consortia) to design, build, finance, operate, maintain, and transfer the Balochistan Carbon Offset Project (BCOP) under a Public-Private Partnership (PPP) framework for a concession period of 46 Years (03 Years Development Phase and 43 Years Operations & Maintenance Phase).
1.2 The project encompasses the Afforestation, Reforestation, and Revegetation (ARR) of approximately 34,351 hectares of eligible, degraded coastal mangrove ecosystems along the coastline of Balochistan in Districts Gwadar, Hub, and Lasbela.
1.3 The project is designed to harness global carbon markets under international standards (such as Verra VM0033 ARR Methodology) and Paris Agreement Article 6 mechanisms, generating estimated cumulative carbon credits of approximately 17 Million tCO2e with a projected gross revenue potential of USD 707.355 Million, while delivering vital coastal resilience and local socio-economic co-benefits (green jobs, sustainable fisheries, and community development).
STATUTORY & PROCUREMENT FRAMEWORK
2.1 The procurement process for the project shall be conducted strictly in accordance with the Balochistan Public Private Partnership Act, 2025 and the Balochistan Public Private Partnership Rules, utilizing the Single-Stage Two-Envelope bidding procedure under International Competitive Bidding (ICB).
2.2 Bidders are required to submit only one (01) comprehensive proposal, comprising one (01) sealed envelope containing the Technical Proposal (1 original + 4 hard copies + 1 soft copy in USB) and one (01) separate sealed envelope containing the Financial Proposal, enclosed together within a single outer sealed master envelope clearly marked with the project title as identified in the RFP, no later than Bid Submission Deadline.

Basic Eligibility Criteria
All interested bidders shall meet the Basic Eligibility Criteria as provided in the RFP.
Bid Submission Deadline / Opening Date: 11:00 AM PST on November 25, 2026. Bids will be opened on the same day at 11:30 AM PST at the address given below.
All Bidders are required to furnish a ‘Bid Security’, enclosed in the Technical Proposal, equivalent to PKR 100 Million (Pak Rupee One Hundred Million) in the form of a bank guarantee issued by a scheduled bank in Pakistan or from a foreign bank duly counter guaranteed by a scheduled bank in Pakistan in favour of the Conservator of Forests Coastal Balochistan. It is mandatory for the Bids to be prepared using the standard formats for Technical Proposals and Financial Proposals, as provided in the RFP. Bids that are not prepared on the prescribed formats may not be considered for evaluation.
