NOTICE INVITING TENDER

The Executive Engineer, Public Health Engineering Division, Killa Abdullah, invites online (e-Bidding) sealed percentage-rate tenders, based on the Composite Schedule of Rates 2026, Government of Balochistan, through the Balochistan Electronic Public Procurement System (EPPS) available at www.bppra.gob.pk, from eligible and PEC-registered Firms/Contractors for the following works, package-wise, as detailed below: Bid Security 3% of Estimated Cost as CDR and Tender Fee Rs.2000/-

1. ELIGIBILITY CRITERIA The Firm/Contractor, to be considered eligible for participation, must fulfil the following composite criteria (applicable uniformly to bore, solar and pipeline/distribution components executed under each package): Valid registration with the Pakistan Engineering Council (PEC) as a Constructor in Category C-4 (Upto 200 million) or above, carrying the multidisciplinary specialization codes for Water Supply / Tube-well Works (Civil – Public Health, code CE-09(ii)) and Solar Energy Installation (code EE-11), so as to cover the bore, solar-power supply and pipeline/distribution components of the work under a single, composite registration; registration must be valid/renewed for the financial year 2026–27, and the original PEC certificate shall be produced for verification. Valid and active registration with the concerned tax authorities: National Tax Number (NTN) with the Federal Board of Revenue, General Sales Tax (GST) registration (where applicable), and Balochistan Revenue Authority (BRA) registration for sales tax on services (original documents/computer-generated certificates required).(where applicable) Minimum ONE(1) years’ documented experience in the supply, installation and commissioning of solar-powered water supply schemes and/or tube-wells/pipeline works of similar nature, substantiated by client-issued completion certificates or work orders. Average annual financial turnover of not less than the estimated cost of the package(s) being bid for, during the last One (1) financial years, evidenced through audited accounts and/or bank statements/certificates issued by a Scheduled Bank. The bidder, its owners, partners, or directors must not be blacklisted, debarred, or under suspension by any Federal, Provincial or Local Government department, autonomous body, or corporation, as verified through the BPPRA Blacklisted Suppliers/Contractors List. The bidder must be an active, verified user registered on the BPPRA Electronic Public Procurement System (EPPS)/e-Bidding portal, holding a valid digital signature/login credentials for electronic bid submission. Bidder must have completed at least Multiple Deep Tube Well Drilling & Installation project (bore depth ≥ 1,000 ft, incl. hard-rock / limestone formation, with pumping machinery) in the last 5 years, each costing at least 70% of the estimated cost. The bidder shall clearly mention the relevant TSE Number on the CDR/Bank Guarantee. Any bid security submitted without the correct TSE Number may be treated as non-responsive. The bidder shall clearly mention the relevant TSE Number on the Green Challan. Any Green Challan submitted without the correct TSE Number may be treated as non-responsive. TENDER / BIDDING DOCUMENT FEE The applicable tender fee for each package is indicated in the table above. The fee shall be deposited in Head of Account C02725-02 (PHE Tender Fee) through a Green Challan at the National Bank of Pakistan, Killa Abdullah Branch, and the scanned receipt shall be uploaded with the bid on the e-Bidding portal. BID SECURITY Bid Security equivalent to 3% of the total bid value, for each package separately, shall be furnished in the shape of a Call Deposit Receipt (CDR) from a Scheduled Bank, drawn in favour of the “Executive Engineer, PHE Division, Killa Abdullah”. A scanned copy shall be uploaded with the technical bid, and the original shall be submitted physically before the date and time of bid opening, failing which the bid shall be treated as non-responsive.
BIDDING SCHEDULE Issuance/download of Bidding Documents: available free of cost for download from www.bppra.gob.pk from the date of publication of this Notice, and available for inspection at the office of the undersigned during working hours. Last date and time for online submission of bids (Technical and Financial Envelopes): 27^th October, 2026, up to 10:00 AM. Date and time of opening of Technical Envelope: 27^th October, 2026, at 10:00 PM. Date and time of opening of Financial Envelope: 28^th October, 2026, at 12:45 PM. Venue: Office of the Executive Engineer, Public Health Engineering Division, Killa Abdullah (both bid openings shall also be visible to registered/qualified bidders on the EPPS portal).
RIGHT TO CANCEL/REJECT The Procuring Agency reserves the right to cancel the bidding process at any stage, and to reject any or all bids, without assigning any reason, in exercise of the powers conferred under Rule 38 of the BPPRA Rules, 2014.
DISQUALIFICATION AND BLACKLISTING Any bidder found to have submitted false, materially inaccurate, or incomplete information, or found involved in corrupt, fraudulent, coercive, collusive, or obstructive practices as defined in the BPPRA Rules, 2014, shall be disqualified from the bidding process and shall be liable to be blacklisted in accordance with the said Rules.
GENERAL NOTES Pay orders shall not be accepted in lieu of Bid Security; the complete title/name of the firm, as registered, must be indicated on the Call Deposit Receipt. All terms, conditions, drawings, and site details may be inspected at the office of the undersigned during working hours.The undersigned reserves the right to reject any or all bids, in full or in part, without assigning any reason, subject to the BPPRA Rules, 2014. Any addendum/corrigendum to this Notice shall be uploaded on the EPPS portal and shall form an integral part hereof.
