NOTICE INVITING TENDER

The Irrigation Division Barshore intends to carry out the following Development Work for the year 2026-27 and invites sealed tenders on composite schedule of rates 2023 GOB from the PEC Registered Government Contractors. Note in All Procurements of GOB Whether through Electronic or Manual Bid Submission, it is Mandatory for All the Bidders to Get Registered at Electronic Public Procurement System of BPPRA GOB. Tender fee Rs. 1000 and Earnest Money 2%.

The Procurement shall be carried out in accordance with the BPPRA rules 2014 and Amended 2019. ELIGIBILITY OF CONTRACTORS: (I) Presence in Active Tax Payer List. (ii) The bidding firm must not be blacklisted by any procuring agency of Pakistan. (iii) Balochistan Revenue Authority Registration is required. (iv) The bidder must have completed 2 Assignment of similar nature of work. (v) Turnover of at least 70% of the Estimated Cost PKR Amount in 2 subsequent previous years showing financial capacity of the firm. (vi) The bidder must have successfully completed at least Two similar projects in the last 3 years. Each project should be at least 70% of the estimated cost (Attach Work Orders and Completion Certificates). (vii) Minimum Bank Credit Line / Cash equal to 70% of project cost required. Project Name & TSE No. to be mentioned. Attach Fresh Original Bank Credit Line Certificate and attested copy of Bank Account. (viii) Registration with Pakistan Engineering council (PEC) C-6 and above (Upto 25 million) In Relevant Category and Specialized Code is CE04(ii) (Irrigation & Flood Control Systems), CE04(v) (Irrigation Only) (ix) Attach Affidavit on Judicial stamp paper of 100 Rupees, that the firm never blacklisted by any Government/Semi Government Department. (x) In case of Joint venture, the JV agreement on Rs.100/- Stamp Paper Duly Attested by notary public J.V Agreement defining the shares of the firm along with the responsibilities of each firm (xi) Bid Security 2% (CDR/Bank Guarantee). (xii) Tender Fee Rs. 1000/- (Green Challan). (xiii) Detailed Technical Evaluation Criteria is mentioned on BPPRA Bidding Documents. METHOD OF PROCUREMENT: Bids are invited on Single Stage Two Envelop procedure (Technical & Financial Proposals). Financial Proposals of Responsive Bidders will be opened after Evaluation of Technical Bids by the procurement committee. BIDDING / TENDER DOCUMENTS ISSUANCE: The NIT & Bidding Document can be obtained electronically from www.bppra.gob.pk SUBMISSION OF BIDDING/ TENDER DOCUMENTS: The Bids can be submitted Manually at the office of Deputy Commissioner Barhsore latest by 07 August, 2026 till 12:00 PM. TENDER OPENING: All tenders will be opened on same day at 01:00 PM. BID SECURITY: The bids must accompany Bid Security in the form of Bank Guarantee, Deposit at Call of 2% specified above in the name of the under-signed from a scheduled bank. The Competent Authority reserves the right to accept/reject any or all bids at any time prior to acceptance of a bid, due to cogent reason.
